# After-Action Report — Operation Aegean Sentinel, 14 March 2026

## Summary

Standing NATO Maritime Group Two detected, observed, and reported an attempted ship-to-ship transfer of crude petroleum between *M/V Polaris Star* (IMO 9347182, flag Palau) and *M/V Wasilla Trader* (IMO 9421887, flag Liberia) at **35°16′N 26°47′E** at 14 March 0537Z. Bridge-to-bridge hail by FGS *Wernicke* was acknowledged by both vessels but neither restored AIS broadcast. Aircraft and surface imagery of the rendezvous was captured and forwarded under UNSCR 2683 monitoring procedures. Boarding authority was requested at 14 March 0612Z and granted by NATO HQ MARCOM at 14 March 0904Z, but the rendezvous had already aborted at 14 March 0743Z with both vessels heading on divergent courses south and east respectively.

No SNMG2 personnel or assets were placed at risk. All ROE were observed.

## Findings

1. **Detection chain worked end-to-end.** AIS-based suspect-indicator screening (Sense) elevated TOI-A and TOI-B 36 hours before the rendezvous. Subsequent IMINT (Analyse) and HUMINT (Fuse) corroborated the assessment. Commodore's decision memo (Decide) authorised the right level of response.
2. **Boarding-authority loop has latency.** Request transmitted 0612Z, granted 0904Z = **2h 52m**. Rendezvous took 2h 06m. We will not catch the next one without delegating boarding authority to OSC under pre-cleared ROE.
3. **AIS spoofing on *Wasilla Trader* (MMSI 636021118) confirmed.** Recommendation: refer to IMO + flag-of-record (Liberia) for de-flagging consideration.
4. **HUMINT timing was the most valuable input.** Limassol notice-of-bunkering at C-3 reliability gave 18-hour warning. Recommend strengthening NCAGS port-call agent network in Cyprus and Crete.
5. **Vostok-3 onward link.** Cargo transfer to a third Eltherian-flagged auxiliary observed; product likely entered Eltherian territorial waters by 14 March 1800Z. Outside SNMG2 jurisdiction.

## Recommendations

1. **Pre-cleared boarding ROE** for OSC under credible UNSCR 2683 evidence; staff with NATO HQ MARCOM.
2. **Extend Operation Aegean Sentinel** by 14 days to monitor for re-attempt.
3. **Refer *Wasilla Trader* MMSI spoofing** to ITU + IMO + Liberian flag-of-record.
4. **AAR for senior leadership** at next SNMG2 / MARCOM sync (week of 24 March 2026).
5. **Recognition** for J2 LtCdr Konstantinou (timely fusion product) and FGS *Wernicke* OOD watch B (clean detection chain).
